Bhutan’s government were executing a fundamental and far-reaching transformation of services delivered to the country’s people. Whilst the motivation and mandate for change were clear, there was little articulation of the vision, no plan for coordinating execution across agencies, and no coordinated strategic planning capability to address these challenges.
JourneyOne were engaged by GovTech, a newly formed agency seeking advice on how to structure and mobilise for their mission to lead and deliver Bhutan’s digital transformation.
Accounting for cultural and organisational context, we facilitated design of a strategic planning capability and worked with GovTech stakeholders to resource and establish the necessary people, processes and systems.
Focus then shifted to development of the whole-of-government strategic roadmap for digital transformation, which was an opportunity to test and demonstrate the strategic planning operating model whilst delivering on GovTech’s accountability for directing and tracking transformation.
We then worked with the client on populating a repository of architecture viewpoints to support communications, analysis and planning for planned digital transformation activities.
Our approach delivered tangible results to the government’s transformation program whilst selecting, mobilising and supporting an in-country team to lead and operate the new Enterprise Architecture function. We maintained a consistent focus throughout on transferring knowledge and embedding change such that GovTech could sustain and evolve both their operating model and business products.
